Wasn’t a permissions issue.
I had a GoDaddy rep help me with it. Media files are uploading fine now but still can’t update to latest version of wordpress.
This is the error message when attempting to load an image file:
Unable to create directory uploads/2015/03. Is its parent directory writable by the server?
