if i deactivate WooC Blocks the checkout page dissappers. any other plugins working with Stripe?

Thanks for looking into my problem.
1. We do not need billing adress, bc we are sending bills via e-mail. For us most important is shipping adress.
2. Some products are not available for interstate shipping (Large/ELarge/Special cakes in our case *See photos #2 ), but its still counts shipping with random numbers (see photos #1).
3. So we installed plugin “Hide shipping option for WooC”. its works , but “proceed to checkout” button active, even without shipping cost See photos #3.
could you plase help us dissable “Proceed to checkout” option without shipping/delivery option been selected.
