Looking at the WooCommerce Github, it looks like the issue we’ve had, and many others have had has been looked into, and a fix is due in the next release: https://github.com/woocommerce/woocommerce/issues/57582

For now, we have comment out the hook which was causing the duplicate scheduled tasks, plus some other changes on our site and our CPU load has dropped right down. So short of waiting for the next release with the patch, this is now resolved.
