The issue appears to have resolved itself today. The deleted roles are gone and the new roles are visible. The only difference today is I started by creating a new block first then setting visibility rules. Yesterday I tried modifying the presets for an existing block that had rules set before the new roles were created. Those rules include a role that was deleted.

Yesterday I did try deactivating and reactivating Block Visibility and toggling some of the plugin settings but none of that fixed the issue.

The old roles were originally setup using php code I added about 9 months ago. The new roles were added and the old deleted using the “Members” plugin by MemberPress which I installed yesterday.
