Here’s what my shipping zones page looks like in woo commerce 3.0.7

I followed the instructions from the documentation:
Go to menu WooCommerce → Settings → Shipping → Shipping Zones and add Flexible Shipping to a shipping zone. You can start the configuration by clicking the Flexible Shipping link in the Shipping Zones column.
and the Flexible shipping fields were not present.

I’m having the same issue as well. I was able to deactivate the plugin, edit the page as necessary, and then reactivate it as a work around for the time being, but there definitely needs to be another update to fix the tinyMCE issue.
