also we use Advanced Ads and they sent us to this plugin to be able to scroll a ad on a page. and even there widget dose not show the checkboks

I found the problem.
You have to be a Super Admin (ie the Admin Username)to even see the Plugin on the wp-admin panel
We do not use Admin as a account do to a lot of hackers try and hack that username.
What I did is i made a Admin account logged in and made all the Administrator a Super Admin Inside the Membership 2 plugin then deleted the Admin account.
