I can reproduce this issue on this end.
This doesn’t show on IE10, firefox, or crome.

with wineyes, http://www.gwmicro.com the toolbar looks like a listbox.
with NVDA, http://www.nvda-project.org the links don’t even read, period.
Both of these don’t matter the browser in use.
with JAWS, http://www.freedomscientific.com in order to make this new version work with IE, you must alt+tab out then back into the browser, then route JAWS to PC to pop out the menu’s.
If you simply hit your dashboard and don’t alt+tab in IE, you get nowhere.
Note firefox you don’t have to do this extra alt+tab step using JAWS.
