I also experienced the “verify you are human” infinite loop on wordpress wp-admin login with word fence 2FA turned on. I get the verify you are human turnstile on the login page, the login forwards to the Wordfence 2FA form page and there is no Cloudflare Turnstile on that page (which was fine before the latest update), and once enter the correct 2FA code, I am sent back to the original wp-admin login to enter my password and verify that I am human again. The only way to login was to disable this recaptcha Cloudflare Turnstile login and go through the full login process. I would ideally like to continue using both Turnstile and Wordfence 2FA.
I was able to self troubleshoot and solve. For anyone interested, my specific issue was that I had a redirection that was using RegEx and a match type of “URL and WordPress page type”. For whatever reason, once I disabled this redirect, my 404 log started collecting entries again.
