Would like to update you that the Smart Manager plugin by default requires WordPress ‘administrator’ user-level access.
So, as per the issue faced by you, it seems that the WordPress user account used by you does not have proper administrator privileges and hence you are unable to access the Smart Manager page.
Request you to kindly create a test WordPress user with an ‘administrator’ user role and then try to access the Smart Manager page using the same and do let us know your views.

Sorry for the inconvenience caused.
As per the issue described by you, it can be related to the theme active on the frontend of your site. If possible, could you please try to switch to some default WordPress theme and then have a recheck with the same issue and do let me know.
Also, you can try to create a test product using the ‘WooCommerce > Products’ menu and then try to reproduce the issue using the same and do let me know your views.

This sounds like a conflict to us. Please install the free plugin Health Check & Troubleshooting by WordPress and keep only WooCommerce and WooCommerce Stock Manager plugins active on the admin side of your site and then try to reproduce the same issue.
This doc will help you with setting it up.
