Actually there no special rules in shipping zones . Both of them uses standard woo shipping methods flat rate and free shipping. Just their have different names in different zones for better testing.

In the cart Latvia is chosen and i get Latvian delivery options which very nice and works fine

Then i go to checkout I change delivery country to Lithuania but delivery options do not change
