Update:
The issue has been resolved. It turned out that the problem was not related to Cloudflare or my server IP, but to my own site’s configuration — the /wp-json/ REST API was returning 404 because my Nginx rewrite rules for WordPress were missing.
After adding the standard WordPress rewrite rules and saving the permalink settings, the Site Library loaded normally.
