I’m having the same issue. Even when I go into my File manager through the c-panel then plugin folder and deleted it from there, it still won’t delete from the plugin section. It just says deleting… but it doesn’t delete.
Update- I figured it out. You must go into the Plugins folder under WP-Content in the File Manager and delete the plugin from there.
So if you are a Siteground user you have to open your c-panel> scroll to Files> File Manager>Document Root for whatever your website is with show hidden files checked off> Go> Then on the left-hand side scroll to Public HTML and open it> WP- Content > Plugins. Delete the Paypal For Woocommerce Plugin from there by right-clicking on it. Go back to your plugins on your site and it should be gone.
