It seems that ucp.php was hitting a mod_security rule that checks for malicious URLs. Sometimes, like in this case, it incorrectly flags a real, non-malicious URL as malicious. So I have whitelisted your domain for the mod_security rule that ucp.php was tripping. You know should be able to access it without error
