Thank you for your help. I created a staging copy of the site on a different domain on the same server. I used a different domain because the original domain uses a proxy firewall and I was concerned that the firewall could be the issue. Then I:

1. Deactivate all plugins except WooCommerce.
2. Switch to the Storefront theme.
3. Check if the General tab appears for the External/Affiliate product and take a full screenshot of the edit screen.

The general tab was missing on the External/Affiliate product listing again. However, when I refreshed the screen, the tab was present. I activated my plugins and switched to my template and the general tab was still present in the add product window.

I went to the production site, went to the “Add Product” option, and refreshed the screen after it had loaded. The refresh screen also contained the correct general tab for “External/Affiliate” products. So the issue has been resolved, though I do not know the cause or the solution.
