This was resolved with support after getting the pro version.
I ended up testing this on a another less sensitive domain and I couldn’t get the dev. site to get a CF cache HIT. We kept getting “Cloudflare integration has an issue.”
It worked perfectly straight away on the live site however, so I guess I would just like to ask if this was expected and trying get the CF caching working on a subdomain is not possible.

Thank you for your reply. Would the rules know that the content has changed on a page (from a content import and that content is displayed in list on the page) even though the page itself was not updated?

Well done to everyone here for jumping on it so fast. I bet this post helps a lot of people.+1 over here, flagged up by WF on several of our sites using WP SMTP Pro. api.pushover.net must be on a block list. Hoping it’s a false positive.
