Precious question.. We have added an option in News Ticker Element named Scroll Speed Under Settings panel to give user control on Ticker speed. Added to version 1.2.6

For your query. That happened, cause a less index number of your sticky header. Just put below code to your custom CSS page from Appearance >Customize option.
#sticky-header-wrapper {
z-index: 99!important;
}
