I disabled all proxies from CF and there isn´t any header related to it.
The problem remains.

1. CF proxy off + default setting (not basic , but the default)
  Page scroll ok. Page displayed at top.
2. CF proxy off + default setting + guest mode/optimization
  Page scrolls without user action. Page NOT displayed at top.
  
  it may take a moment for CF proxy to disable/enable , please verify it by http response header.
  
  I disabled CF proxy. Http header shows cf-cache-status: DYNAMIC

I tried reset to default for (recommended settings), guest mode and guest optimization (they are automatically enabled) and I purged everything….but it didn’t work.

I used the basic settings, the site works, but the performance drops from 99 to 19.

Using the basic settings and enabling guest mode and guest optimization… the problem happens.
