Just delete all the wordpress files from the wordpress directory then go into phpmyadmin (in your hosting control panel) and drop whatever database the blog uses. Thats should do the trick. By the sounds of it you just deleted the www subdomain (yes www is a subdomain) and not the blog.
Ask them to install PHP. I assume they use IIS and it is possible to setup PHP on IIS, thats what i got my school to do.
