Unfortunately, our plugin hasn’t filter by price. You can only create a rule by a product filter like this: https://snipboard.io/wPHoAc.jpg
You can’t send the coupon via email, but you can apply the WooCommerce coupon, when customer order count more than 2, but it’s only pro version feature. Look at the example rule: https://snipboard.io/hDFr80.jpg
You can add to your role discounted rule a “Cart adjustment” section and use “Tax exempt” feature, but only in pro version.
Could you send us screenshots of the rules and product pages (simple product and variable) and our JSON system report (Tools>System report) as a new ticket for support team?
