question for verification I installed into the root directory do I need to place it as the WordPress folder is in the root then all the files inside of the that folder?
small up date for the above question I have checked file name it is correct I have checked the numeric value of the file it is 644.
and if I try to create the file through the wizard offered by the install.php it reports that it can not create the file
