Hola Fernando, at the moment, I’ve made a modification to your plugin along these lines: I added a checkbox in the settings page if I want to enable the exclusion of B2B orders. Then, also on the settings page, I added a field that allows you to enter the name of the meta field used for the VAT ID in that specific WooCommerce installation (_billing_vat_number, _vat_number, …). Finally, in the code, I implemented a rule that checks if the VAT number exists and then checks the billing_company field to verify if it’s a B2B order. If the VAT ID field and the billing company fields are empty, I’ll assume it’s a B2C order.
I realise, however, that this is probably an option that’s fine for personal use or on sites in controlled environments, but perhaps less so for a plugin released to the public.

In Italy at least, it isn’t mandatory for B2B e-commerce, where one company sells to another company or a professional. In these cases, the seller can still choose to voluntarily include a right of withdrawal in their e-commerce Terms and Conditions.
At most, it would be useful to include a checkbox in the plugin settings to allow the user to choose whether or not to enable the exclusion for B2B customers.

It seems that the problem was caused by the plugin https://ww.wp.xz.cn/plugins/types/ version 1.6.6 and above.

With Types Plugin version 1.6.5 the Download Monitor Quick-add panel works, with Types Plugin version 1.6.6.2 it doesn’t.
