What you would like to achieve is possible in Flexible Shipping PRO using the advanced rule conditions and rule priority/order configuration available in the PRO version:

With the free version, the rules are evaluated sequentially and the matching price-based rule is applied, which is why your “Heavy Package” product still receives the $15 shipping cost from the $20.01–$30.00 price range.
In Flexible Shipping PRO, you can configure this differently so that the “Heavy Package” shipping class condition takes precedence and applies the $25 shipping cost specifically for that product.
Unfortunately, support in this forum is limited to the free version of the plugin and we cannot discuss PRO features in detail here due to forum guidelines.

The CRID isn’t used for the USPS API. To connect the plugin, you’ll need the USPS API credentials (Consumer Key, Consumer Secret), not the CRID + verification code.
