Just ran into a near exact issue. Turns out the extension .jpeg is not recognized. I could not drag and drop into the gallery, and it would not recognize the FTP directory with only .jpeg files in it. As soon as I changed the extension to .jpg it worked both within the Gallery UI as well as via FTP.
