With respect to the “presentation panel”, if you refer to the Presentation page in the site Admin, which has the sub-pages (1) Themes, (2) Widgets and (3) Header Image and Color, then I have access to it. I think that is where I was able in the past to edit the sidebar and now I can’t. If “presentation panel” refer to something else, then I don’t know what you mean.
As far as FTP, as far as I know the answer is no — 1&1, the hosting service does not expose to me and does not give me access to the directory where it stores the blog files.
