Ok so I think I got it working by disabling the following plug-in
– W3 Total Cache
Less than ideal, since I am taking a performance hit for the privileged of running your plug-in…

I have this exact same issue, but I am not running any custom CSS. I am drawing a blank and this is impacting the business 🙁

So far I have tried completely deleting the plugin and starting from scratch. Still have the same issue. Works fine as admin but is simply not visible to people not logged into website, which is useless to me. I could really use some help here.
I also have this problem. Thought it was a licensing issue so just shelled out for the single site license. Still not working!! It is visible only when I am logged into WordPress as Admin.
WTF!!! This is costing me revenue….
Please can this be looked at ASAP.
