I seem to have fixed the issue by installing a fresh version of 4.8. After a bit of research and digging around it looks like the login page customer application I had installed had misplaced text within the wp-login.php file. I am unsure as to whether the issue is with this one plugin or anything regarding wp-login.php at this moment, can someone confirm?

I am experiencing this same issue. Running version 4.8-RC1-40849. Upon the first attempt at logging in at the wp-login.php url it gives an error message stating that cookies need to be enabled, however they are. On this same screen with the error message if you attempt logging in a second time it will proceed without issue. Seems to be more of an annoyance than a major issue however I would still like to get it resolved too.

It seems to be effecting the administration portions of the installation.[redacted]
