I’ve tried it from an iPhone on LTE (166.205.55.33), and had a friend in a corporate office not on either of those subnets (not on either of those subnets) try it out. I’m heading out for the day, but I’ll dig into it a little more when I return on Monday.

I’ve also noticed this problem (WordPress 3.9.2, Gridiculous Pro theme) – I just enabled Captcha this morning.

Also, is there any way to customize the Captcha instructions (i.e., to add a basic “type the characters into the box below” message)?
