To activate the plugin, simply go to the plugins page and activate the Particle WordPress Backgrounds plugin.

Even if after the above steps it does not work then please follow the below-debugging steps:
There might be some conflict on your website with any other third-party plugin or theme.
To debug the issue, I would request you to please try deactivating all the plugins you have one by one and try switching the theme temporarily to the default WordPress theme like Twenty-Twenty One, Twenty-Twenty to see if Snow Effect starts working on the frontend or not.
Also, make sure to clear cache if you have any cache plugins installed on your website.
I hope this will help you resolve the issue.

We have just now released an update in version 1.3.3 to change the default settings of Snow Effect.
I would request you to please update the plugin to the latest version 1.3.3 to use the requested feature.

We checked at our end on our testing websites and the options seem to be working.
