I have the same problem and have isolated the issue to NextGen gallery. It seems to break the admin panel. Posts with NextGen gallery shortcodes are inaccessible/not able to edit. It also breaks the Widgets page.
Any solutions on this? 3 of my WP sites are broken because of the 3.1.3 upgrade. 🙁
