@joey, thanks for the comments, HOWEVER, in my original post I stated that I have already:
1. Contacted host who refuses to provide error logs.
2. Installed Jetpack Compatibility Plugin, and receive same error.What I may need is a better understanding of what the plugin is trying to do when it contacts WordPress.com, or alternatively a way of verifying that the necessary resources (ports, RAM allocation, security, or otherwise) are available for the connection to succeed (or fail).

I’ve verified that installing this wordpress blog on a different host (1and1) functions properly, so this narrows it down to the host (megaservers / Web Prodigy). Are there any diagnostics I should look at to inform the hosting service? Switching hosts is not my idea of a good time.
Might it help to try a back version of Jetpack (pre 2.0)? Help please.
