We already did everything you suggested before we wrote in this forum as noted above. With all other plugins deactivated, and the theme Twenty Seventeen activated, the NextGen plugin is still displaying only in one column instead of three and “Gallery Settings” and “Other Options” are still unavailable.

We also tried older versions 2.2.30 & 2.2.18 with the same results.

I deactivated all plugins, switched to a Twenty series theme and cleared browser cache and still have the message displayed.
Are there any known conflicts with any of the following plugins?
- Contact Form 7
- DesignThemes Core Features Plugin
- Easy WP SMTP
- Layerslider WP
- Really Simple CAPTCHA
- Responsive Menu
- Responsive Styled Google Maps
- Revolution Slider
- Wordfence Security
- Yoast SEO

Please see my first post. I did deactivate all other plugins and use a default WP Twenty series theme to see if there were any conflicts. I did not think about clearing my browser cache though. I will try deactivating plugins again today, but making sure browser cache is cleared too.Any other ideas?
Yes, there is an index.html file in the nextgen-gallery plugin folder, which I renamed. There was not an index.html file in the root of my site.
I logged back into my site and it still says “Your browser doesn’t have Silverlight, HTML5, or HTML4 support.” on the Add Gallery / Images page.
