This does not change the PR in a bad way unless the targets are known as bad sites (by Google), but in this cas, why to link them!
That’s the big question – What DOES G consider bad? I’d rather plait safe.

How can you NOFOLLOW your blogroll links? It is my understanding that outbound links can erode the PR of the page they link out of.
