For me with Gutenberg 17.4.1 all is fine with the table of contents.
That’s a relief that I won’t have to go back and fix all posts that used it! Thanks!
I deleted the foreign admin user. Refreshed the page a few times, and it didn’t appear again. Then I opened a post, and redirect still happened. And the foreign admin user was created again.
