On further research it seems to be a clash when also using WordPress Firewall 2 – deactivating it fixes the problem.

So if you have this problem, it seems you are unable to use WordPress Firewall 2 and Better WP Security at the same time at the moment in 3.3.2.

I know it has nothing to do with you/its a different plugin but if you have any ideas i would be forever in debt! i’m confused as it doesn’t have a css file?
