They are not emails. It allow to send a private message to members, exactly as the standard private message of buddypress, with the additional feature that you can send them to multiple users at the same time 🙂

Actually, if it have to be move, I think that the more logical place is Tools, not Settings.
Anyway I can’t see any real reason to move it.
If you have more details for your suggestion, I’ll be happy to read it 😉
