After a update of the following plugin the trouble started. WebP Converter for Media made by Mateusz Gbiorczyk.After turning of this plugin everything is working correctly.

I deactivated Jetpack but I still have the problem. That’s nog working.
After starting this topic I received the following mail from WP.
