Ok, I think I found a similar issue

I just discovered that disabling ModSecurity solves the issue.
Can anyone from feedback on this?

sorry for all this mess. I got the point also for this.In 3rd party setting I had the “Default Status” enabled and I thought this meant that when the user clicks the detailed settings tab the cookies are selected by default.
This in reality means that by default the cookies are “planted” even if the user has not yet chosen anything.
I think this could be not 100% correct but it’s only my personal opinion.
Changing the setting to disabled solved the issue.

Ok,
I think I got the point.
The issue was related to the AD BLOCKER but one issue still persists.I load the page (no consent has been already expressed).
If I look to the cookies I can see the 3 Google cookies for stats.
This should not happen.
