I was having the same problem as you, having followed the same process.
What I had omitted to do is insert ‘<?php’ on line one of the custom function.php file. Also, make sure you’ve replaced the “mytheme” text in both instances with the name of your theme.
I also tried following this advice about setting a default header again, in hope I had got it wrong last time, but still no joy.
OK, I’ve activated the child theme on the site, having removed the modified header.php which moved the menu. The issue has remained: the “customise theme” page does not offer the option to select a header image. It lists colors, background image etc…
