I tested this using script debugging in Firefox and Chrome. The problem persisted in both browsers even with SCRIPT_DEBUG set (I used the WP Debugging plugin to enable this).

We’re not using any caching plugin.
I installed the Health Check plugin, and the problem persisted in Troubleshooting Mode with all plugins disabled. Switching to a different theme didn’t help because the Featured Content isn’t an option available.
I have found that when the slider is working there is a “slider-viewport” class in the html, but when the slider is not present this class is missing.
