Theme = Simplelin

With the plugin disabled, the problem goes away and the site is restored for the users + the missing pages in the WP Admin section also appear again.

I will be trying on the staging site with 6.1.1 but so far that has revealed other problems, and changing the theme would require a new dev site to try that out – don’t want to do that on the staging site, and for which I don’t have the bandwidth right now.
