I managed to solve it, if you’re looking for a solution just add a plugin called wp orphanage, it takes all the users that have no roles and assign them subscriber automatically, you can set it up to assign them something else, but subscriber is probably what most people preferr.
you still need to either program wp-config.php to share the user tables or use the plugin shared users.
