Not sure if related, but caching plug-ins may cause this too. I found that WP Rocket Caching conflicts with the Pop-up plugin. The fix was to exclude the pages from cache where the plug in is using pop-ups. As it was specific to mobile browsers, another method would be use of the user agent exclusion in WP ROCKET.

I updated the instructions and put a link to the ZIP file on this post.
http://wp.me/p2AV4E-ab on my ExcursionsToday.com site. The hardest part will be the head meta tag for the refresh function. But I found a plug in for those not familiar with Meta Tags to assist in this step.
