Please find the solution.

1. You can change the “back to top” button position add given below css rule in your theme additional CSS box.

Wpdashboard >> Appreance >> customize >> addional css

.scroll-to-top {
bottom: 33%;
right: 50%;
}

Change the bottom and right values as your needs

2. You can also remove this if you want.

.scroll-to-top {
display:none;
}
