I had this issue after the 4.3 update when using the “SB Welcome Email Editor” (https://ww.wp.xz.cn/plugins/welcome-email-editor/) plugin. Once I deactivated it, the welcome email started working again. It looks like that plugin needs an update to the new 4.3 password restrictions.
