I checked this issue in two browsers; in one of them, I am logged in as Administrator. Yesterday, both browsers were showing this issue. Today, the browser where I am logged in as Admin is showing this issue; in the other one, the counter is working again.

You are using W3 Total Cache or some other Cache plugin?
Such plugins can be the cause of the issue.
I have tested the plugin with latest WordPress version and it is working 100% correctly.

Activate it. This plugin will show a Checkbox. Post a comment and check the box. Go to comment moderation screen and check Status.
Show me what status you get.

Deactivate all plugins except “Send email only on Reply to My Comment”
Post a test comment and check the status.
Activate all your plugins again.Can you do that?
