I managed to resolve the issue by fully closing Nord VPN. Even without being connected, I still had the issue until I exited it.
I have restored my previous settings config, but the issue is still there. CSS, JS and HTML settings sections work fine under Page optimisation but no save button.
I have tried resetting the plugin and reinstalling too
