Unfortunately, this feature is not available in the WordPress repository version.
However, you can find it in the latest Pro version available on the official website: https://yourplugins.com/product/your-woocommerce-conditional-cart-notices

I’ve tested the plugin on a clean website and I have activated it but no errors have been shown (Nor the website has been killed on activation).

In order to display for both conditions you should:
– Click on “Add rule” to add a new rule (You should have two rules now)
– In the first rule set “Price” greater or equal then 150
– In the second rule set “Total Quantity” greater or equal to 15Important: Click on the “OR” button and save the configuration.
