Hi Beth,
The super-admin gets ‘cheatin uh’ msg when accessing customizer main site (blog 1), SA can however access and make changes with all the subsites’ customizer.
Things I’ve checked/done so far:
- problem still occurs when using a standard twenty.. theme and deactivating all plugins (no plugins in mu-plugins map)
- checked and saved the permalinks
- created new SA
- re-installed all WP files except for uploads
- checked file permissions are 755
-The SA(‘s) is registered as an SA.
-After disabling the plugins a third time (3rd time is the charm :). I’ve decide to leave it be and do regular searches in case a solution pops up, while I experiment on.When I find out what causes it, I’ll post it here.

If you don’t see the option to network set-up under tools, then it’s not quite a multisite yet.
Just to confirm:
Did you follow the step by step? >> codex.ww.wp.xz.cn/Create_A_Network
And did you at step 2 refresh your browser?
Because doing that enables the Network Setup item in your Tools menu.

cleaned out caches & cookies, tried different (clean) browsers.
Ran through the list I posted previously, in addition changed the secret keys.Visiting the customizer screen as the super admin or as admin still throws up the cheatin’ uh. msg.

In the drop down menu for Front Page select “Home.” (or the name you created.)
In the drop down menu for Posts page select “Blog” or the name you created, or leave it blank if you will not feature posts on the site.
Save changes.”
