Reverted back to 2.75. everything worked again.

Looks like this is an old bug. Maybe it is because my wordfence is in learning mode??? not sure.

This issue is still there. I blocked the user “admin” but NO ip is blocked if someone tries to login as admin

I am also having the same problem. It appears this option has no effect. For example, I added a user “zephyrs” under Brute Force Protection -> Immediately block the IP of users who try to sign in as these usernames. I then tried to log in as zephyrs. Nothing happens. I can login normally.
