Im having the same similar issue with bing webmaster tools and word fence plugin.
I’m suspicious of the 403 errors due to accessibility of database protected by word fence plugin, but I am not too sure about it neither.
I’d like to follow this thread with hop that there will be some solutions for this issue.
If I find any solutions, I’d share on here as well.
